Great positive Impact of Traffic Camera on Road Users Compliance To The Use of Valid Vehicle Documents
The reality that one can easily be fined and billed automatically by Traffic Camera for driving with expired vehicle registration documents has dawned on so many Lagosians recently.
One prospective customer told our Business Partner that he dares not again delay renewal of his vehicle papers having paid the fine on NGN20,000.00 and yet still paid the full cost for renewals of same papers.
While traffic cameras have increased greatly the percentage of compliance to driving with genuine and valid Auto / vehicle registration documents, there have been observed limitations associated with the functionalities of the same Traffic Cameras and the entire Plate detecting system such as itemized below.

Observed Limitations Of Lagos State Traffic Cameras
1.0 SINGLE BILLING WITHIN UNSETTLEMENT PERIOD AMIDST NUMBER OF VEHICLE DEFAULT
This implies the inability of the Traffic Camera to bill a vehicle more than once from the time of Plate Detect to the time of Bill Settlement.
Our Advice therefore is for you to immediately validate all your papers first before paying your fine, this enables your total online billing not to exceed NGN60,000.00 (NGN20,000.00 for each expired document) each year except you were additionally billed offline by Patrolling Law Enforcement Agents on the road.
2.0 VEHICLE OUTSIDE DATABASE LINKED TO THE CAMERA CAN NOT BE FINED BY PLATE DETECT
Vehicles registered in States of the Federation whose data are not in MVAA, VIS and NIA Database Management Systems are not affected by the Traffic Camera when they are used in Lagos.
3.0 GENUINE VEHICLE DOCUMENTS NOT UPLOADED TO THE RIGHT DATABASE LINKED TO THE TRAFFIC CAMERA ARE IDENTIFIED AS EXPIRED DOCUMENTS
There are cases where a vehicle with genuine papers is billed by the camera because the papers were as a result of Technical glitch or human error not uploaded to the appropriate database during renewal or registration process.
4.0 DIFFRENTIATION ON VEHICLE IN USE (MOTION) AND VEHICLE THAT IS PACKED (STATIONARY) NOT BEING USED AT A GIVEN TIME
The Traffic Camera can not differentiate between vehicles in motion and stationary vehicles.
Hence a vehicle with expired documents packed where the plate could be detected by the Traffic Camera is automatically billed and the vehicle owner interpreted to be driving with expired vehicle documents.
It is therefore recommended that you cover the Plate Number of faulty or unused vehicles if they are packed in an area under the lens capturing of a Traffic Camera.
5.0 FINE AND BILLING ON VEHICLES THAT HAVE PASSED COMPULSORY INSPECTION TEST AFTER VALIDITY OF THEIR REFERRAL PAPER ON EVENT OF DELAYED GENERATION OF ROAD WORTHINESS CERTIFICATE
There are cases where printing of Road Worthiness Certificate is delayed for lack of printing materials (Certificate Papers). An Inspection Result for vehicles that passed the Inspection Test ought to replace the Referral Note / Paper shielding the vehicle from the Traffic Camera pending the readiness of the Certificate.
But the latter is not the case.
Such vehicle with inspection passed result are billed if the Referral Paper expires before the Road Worthiness certificate is printed and this is an error.
CONCLUSION
We wish to commend the Traffic Cameras again but also humbly wish to relay above observations as areas of improvements for the Authority(ies) concerned.
As well the populace should be informed on when they are wrongly fined and billed by a Traffic Camera in error so as to make necessary appeal on the same error.
